中国社会保障国际合作:何以可能?何以可为?

摘　　要：社会保障国际合作是各国政府维护劳动者境外社会保障权益的重要途径。自20世纪90年代末以来,在跨国劳动者的社会保障权益受损严重、跨国企业的国际竞争力遭到削弱,以及社会保障国际合作在全球方兴未艾等因素的作用下,中国政府开始启动社会保障国际合作进程。经过将近20年的探索与实践,中国社会保障国际合作开始由探索阶段步入初步发展阶段,在社会保障双边协定及其缔约国数量方面实现了重要突破。通过合理的制度安排和有效合作,中国社会保障国际合作将在攻坚克难中逐步走向成熟阶段,进而有效维护跨国劳动者和跨国企业的合法权益。International cooperation of social security is an important way for governments in the world to safeguard the rights and interests of workers abroad.Since the late 1990s,as the social security rights and interests of multinational workers have been seriously damaged,the international competitiveness of multinational enterprises has been weakened,and the international cooperation of social security has been developing well in the world etc.,the Chinese government has started the process of international cooperation on social security.After nearly 20 years of exploration and practice,the international cooperation of China’s social security began to move from the exploratory stage to the initial stage of development,and has made an important breakthrough in the bilateral social security agreements and the number of the contracting states.Through reasonable institutional arrangements and effective cooperation,the international cooperation of China’s social security will gradually move to a mature stage in the course of overcoming difficulties,thus it can effectively safeguarding the legitimate rights and interests of multinational workers and multinational enterprises.
