摘  要:大学战略规划是大学对未来环境的应对策略,是一种积极主动、目的明确、面向未来的管理方式,是将办学理念转化为办学实践,推动自身发展的纲领性文件。香港教育大学的战略规划文本建构了独特的规划内容、结构化的规划框架、完善的规划监控、以教育学科为主的规划主线。其体现了把教育学科特色融入战略规划过程、将战略规划转化为集体行动、进行战略规划监控并促进战略规划实施的特征。在"双一流"建设进程中,我国内地高校制定战略规划应注重以学科为根基,促成战略规划转为集体行动,建立健全监控机制,助力于战略规划目标的达成。The university strategic plan is the strategy of coping with the future environment of the university.It is a positive,purposeful and future-oriented management mode,and a programmatic document that transforms the idea of running a school into practice and promoting its own development.The strategic plan text of the Education University of Hong Kong constructs unique planning content,structured programming framework,perfect planning monitoring and a main line of planning based on the discipline of education.It embodies the education discipline characteristic into the strategic planning process?converts the strategic planning into collective action,and implements the monitoring of strategic planning and promotes the implementation of the strategic planning.In the process of"Double First-Class"construction,the strategic planning of universities in China should pay attention to take the discipline as the foundation,promote the transition from strategic planning to collective action,establish a sound monitoring mechanism,and help to achieve the goal of strategic planning.
