摘　　要：目的:分析北京市政府办中医类医院卫生资源配置基本情况,提出相应的对策建议。方法:采用超效率DEA模型,计算2015年北京市中医类医院的各项卫生资源配置指标利用效率,并对比分析各类医院基本情况。结果:2015年北京市政府办中医类医院卫生资源配置整体利用率不高,多数医院存在规模效率高于技术效率,非有效DEA医院均存在不同程度投入指标资源冗余和产出指标欠缺。结论:中西医结合医院应适当扩大医院规模,优化内部资源管理结构,合理分配财政补助收入,优化人员配置,鼓励医生多点执业,提高床位利用率;中医医院应适当精简规模,引进先进中医药技术与人才,提高中医药诊疗优势,实现卫生资源产出效益最大化。Objectives:To analyze the health resource basic allocation of the government-organized traditional Chinese Medicine hospital in Beijing and put forward the corresponding countermeasures.Methods:Super-efficiency data envelopment analysis(SEDEA)were used to calculate the utilization efficiency of the health resource allocation index of Beijing government-organized traditional Chinese Medicine hospital in 2015,and compare basic situation of all kinds of hospital.Result:General speaking,the government-organized traditional Chinese Medicine hospital health resources utilization rate is relative low.In most of hospitals,the scale efficiency is higher than technical efficiency.Different degrees of input index resources redundancy and output index deficiency are vary in the non-effective DEA hospitals.Conclusions:Hospital integrated traditional Chinese medicine and modern medicine needs to expand the hospital’s scale appropriately,optimize internal resource management structure and allocate government subsidy rationally,optimize staffing allocation,encourage doctors to get multi-sited license,improve bed utilization rate.The traditional Chinese Medicine hospital needs to reduce the scale of hospitals properly,introduce advanced Chinese medicine technology and talents,strengthen the advantages of diagnosis and treatment by Chinese medicine,get the maximum hospital output efficiency of health resources.
