消费环境指数(CEI)编制研究--以陕西省12个地市为例

摘　　要：在阐释消费环境内涵的基础上,首次构建了包括质量放心、安全放心、价格放心、服务放心、维权放心在内的消费环境评价指标体系。基于指标体系测算消费环境指数,并引入"黄金分割法"对合成的指数进行了等级划分。最后用陕西省12个地市放心消费调研数据为例进行测算,研究表明:利用该方法合成的消费环境指数基本上能客观反映陕西省各地市消费环境状况,通过消费环境指数的编制可以为消费环境治理提供可靠的改善依据。On the basis of explaining the connotation of consumption environment,this work is the first time to constitute the consumption environment evaluation index system,which considers from quality-trust,security-trust,price-trust,service-trust,and mine-right-trust.Furthermore,we calculate the consumption environment index and grade the consumption environment by using"golden section method".Finally,we compile the consumption environment index based on the investigation data from twelve cities in Shaanxi province.It is showed that the synthetic consumption environment index can objectively reflect the situation of consumption environment in Shaanxi province,in addition,the compilation of consumption environment index provides a reliable basis for improving the consumption environment governance.
