摘　　要：在"政社分开,社团自治"的深化体育组织改革的整体部署下,如何提升基层体育社团的自我"造血"能力,成为体育社团改革向纵向发展不容回避的难题。基于"非分配约束原则",运用深度访谈法和文献资料法,研探基层体育社团经营行为的制度规范,审视基层体育社团经营行为的现实图景,试图发现问题并提出对策。研究认为:基层体育社团可以进行必要的经营行为已得到相关法律法规和各社团章程的模糊性确认,由此,基层体育社团经营行为面临着管理机制不健全、绩效目标异化和社会监督不力等共性问题;脱胎于计划经济,经营行为缺失而面临着市场运营能力不济、参与竞争意识不强、政策支持力度不足、经营行为认定标准不清晰等个性障碍;回应国家体育社团改革姿态调整,推动协会依法自治,应加快市场运营能力的培养速度;挖掘市场竞争意识的潜在深度;提升政策法规对经营行为的支持力度;拓展经营行为认定标准的建设广度等,以解决基层体育社团经营行为个性障碍。Under the overall arrangement of the deepening reform of sports organization with"separation of government and society,community autonomy",how to improve the self-healing ability of grassroots sports associations has become an unavoidable problem for the reform of sports associations.Based on the principle of non-distribution constraints,this paper used the in-depth interview method and the literature data method to study the institutional norms of the grassroots sports associations’business behaviors,examined the realistic picture of the grassroots sports associations’business behaviors,and try to find problems and propose countermeasures.We believed that the grassroots sports associations can carry out the necessary business operations and have been confirmed by the relevant laws and regulations and the statutes of the associations.Therefore,the management mechanism of the grassroots sports associations is not perfect,the performance objectives are alienated,the social supervision is weak,etc.Common problem;bom out of the planned economy,lack of business behavior and faced with individual barriers such as poor market operation ability,weak participation in competition,insuBicient policy support,and unclear standards for business conduct;responding to the adjustment of the national sports community's attitude in accordance with the principle of autonomy,the association should speed up the cultivation of market operation capabilities;explore the potential depth of market competition awareness;enhance the support of policies and regulations on business behavior;expand the breadth of construction of business behavior identification standards to solve the personality disorder of grassroots sports associations.
