平原农区县域城镇化瓶颈及路径探析——基于河南省杞县的实证研究

摘　　要：结合河南省典型平原农区县域杞县城镇化现状特征,分析其城镇化发展面临的现代农业进程缓慢、非农产业发展滞后、基础设施与公共服务设施不均衡等瓶颈.在此基础上,提出平原农区县域新型城镇化重点实施路径,主要包括提升县城综合承载能力、培育特色城镇经济、加快现代农业发展、整合农村用地空间,以及统筹城乡基础设施与公共服务体系等.According to the current trend of population flow and the status of the spatial pattern of urbanization in the typical plain agricultural areas of Henan Province,this paper analyzes the bottlenecks of the slow development on modern agriculture,the lagging of non-agricultural industry development and the unbalance of infrastructure and public service facilities in the development of urbanization.Based on the above analysis,we propose the path to promote the urbanization of promoting the comprehensive carrying capacity of the county,cultivating the native urban economy,accelerating the development of modern agriculture,integrating the rural land-use space,and coordinating the urban and rural public service system.
