摘　　要：高校科研质量评价不仅关系到国家科技创新,还关系到高层次人才培养。高校科研质量评价涉及要素较多,且面临一些特殊问题。做好高校科研质量评价必须妥善处理好几对特殊关系,即目的价值与工具价值的关系、自由探索与社会需要的关系、基础研究与应用研究的关系、科学研究与人才培养的关系。The Quality evaluation of university's scientific research is not only related to the country's scientific and technological innovation,and relates to a high level of talent development.In the quality evaluation of university's scientific research,there are many factors of involved.Specifically,the quality evaluation of university's scientific research is faced with some problems,such as the relationship between objective value and instrumental value,the principle of free exploration and social needs,basic research and applied research,scientific research and talent cultivation.The quality evaluation of university's scientific research must properly handle these relationships.
