摘　　要：长江流域是我国社会经济发展的重点区域,又是国家生态文明建设的示范区域。鄱阳湖流域先后被列为全国生态文明先行示范区、国家生态文明试验区,对于区域和流域生态文明建设具有重要作用。根据习近平总书记对长江经济带发展定位,结合鄱阳湖水生态环境保护需要,分别从科学规划、水资源管理、河长制湖长制、入河排污口监控、水生态环境系统监测、严格执法、落实红线、创新管理体制、健全公众参与、强化科技支撑等方面提出实施鄱阳湖水生态环境保护建议,为进一步改善水质、提升生态服务功能、促进长江大保护提供支撑。The Yangtze River Basin is one of the key areas for China’s social and economic development and also a demonstration area for national ecological civilization.The Poyang Lake plays a critical role in ecological restoration of the basin and is in the list of pilot areas and experiment zones of national ecological civilization.In accordance with the guidelines of president Xi Jinping for Yangtze Economic Belt Development,and taking the needs of environment protection in lake areas into consideration,recommendations for eco-environment protection of the Poyang Lake are raised,such as scientific planning,water resources management,river and lake chief systems,monitoring of pollution discharge into rivers and lakes,systematic eco-environment monitoring,law enforcement,implementation of redline restrictions,creation of innovative mechanism,public participation and strengthening scientific and technical support.The measures shall provide great support to the overall protection of the Yangtze River basin through further improvement of water quality and enhancement of ecological service functions.
