引黄供水管理制度建设刍议

摘　　要：黄河下游引黄供水长期存在运行管理粗放、管理不规范、可持续发展后劲不足等问题,不能充分发挥应有的效益。研究提出可持续发展情况下引黄供水管理、工程维护管理、用水计量、水费核查、用水监测、供水信息管理等工作的制度建设任务,完善引黄供水运行管理制度、监督机制建设,规范黄河供水管理,以保障黄河下游供水安全和黄河供水事业的良性发展。For a long time,extensive development,poor operation and maintenance and insufficient support for sustainable development have exerted negative impact on water supply management in the lower reaches of the Yellow River,which has minimized benefit generation of projects.In order to ensure water supply safety in the lower reaches of the Yellow River,it is proposed to consolidate water supply management,operation and maintenance,water metering,inspection of water charging system,water use monitoring and data management for water supply utilities.It is vital of perfecting operation and management of water supply systems by diverting water from the Yellow River,complete monitoring and supervision system and employ regulated water management regime so as to safeguard water supply in the lower reaches of the Yellow River.
