摘　　要：有利益的村庄就会有乡村"混混"的身影,乡村"混混"积极介入乡村治理事务,型塑着基层治理生态。在富有矿藏的资源型村庄,对资源垄断利益的维持往往需要暴力,乡村"混混"通过滋扰和压制来参与利益分配。在城郊村庄,征地拆迁涉及各种重要利益,"混混"以暴力和暴力威胁为基础,对"钉子户"形成压力,采取各种边缘或非法手段参与利益博弈。在一些传统农业型村庄,自上而下的各种项目投入落地,项目的争取、实施、推进过程,"混混"都可以参与其中,分享利益。"混混"介入乡村治理,形式上发生在市场和社会领域,政府处于超然位置,可以规避直接的责任。基层政府容忍或利用"混混"参与基层治理,源于行政体制内上下级之间责、权、利分配不对称背景下的"制度创新"需要。基层治理生态的改善,需要从多方面着力。The interests of the village will have the shadow of the countryside,Rural mixing actively intervened in rural governance affairs,Shape the ecology of grass-roots management ecology.At resource-based village with a rich mineral,The maintenance of the monopoly of resources often requires violence,Rural bullying participates in the distribution of interests through nuisance and suppression.In the outskirts of a village,Land expropriation and demolition involve all kinds of important interests,Mixing is based on the threat of violence and violence,Pressure on nail households,Take various fringe or illegal means to participate in interest game.In some traditional agricultural villages,A variety of top-down projects fell to the ground,The struggle for the project,Implementation,Propelling process,The mix can take part in it,Share the interests.Mixed intervention in rural governance,In the form of market and social fields,The government is in a supernatural position,The direct responsibility can be circumvented.Grass roots governments tolerate or use mixed participation in Grassroots Governance,The“institutional innovation”needs from the asymmetric distribution of responsibilities and rights between the upper and lower levels in the administrative system.Improvement of grass-roots governance ecology,We need to focus on many ways.
