“涉官”网络舆情中政府回应速度差异与影响因素分析——基于136个案例的实证研究

摘　　要：[目的/意义]通过研究政府对涉官网络舆情事件回应速度的差异,分析影响政府回应速度的主要因素,提炼对政府回应的启示,以改善政府回应状况,维护和塑造政府良好形象。[方法/过程]通过梳理2001-2016年之间发生的136个典型的涉官网络舆情案例,从四个方面提出八个可能造成政府回应速度差异的因素并进行实证检验。[结果/结论]研究发现:反腐和政府信息公开等政治环境压力会降低政府回应速度;网络普及率对提升政府回应速度的边际效用不明显;社会化媒体的出现显著提升了政府回应速度;作为信源首发平台,新兴网络媒体在促进政府回应方面优于传统网络媒体和传统媒体;涉事官员的级别与政府回应速度成反比;舆情诉求目标的公益性和需求刚性越强,政府回应就越快;网民参与方式越激烈,政府回应就越迅速。[Purpose/Significance]This paper studies the difference in the government response speed of officials-related network public opinion events,analyzes the factors that cause the difference,and refines the enlightenment to promoting the government response,maintaining and improving government’s image.[Method/Process]By combing the 136 typical cases of network public opinion involving officials during the period of 2001-2016,we put forward eight factors that may cause the difference of government response speed from four dimensions and carry out an empirical test.[Result/Conclusion]The study shows that political environmental pressures,such as anti-corruption and government information disclosure,will reduce the speed of government response,and the marginal utility of network popularization is not obvious to promote the response speed of the government;the emergence of social media has significantly enhanced the response speed of the government;as the starting platform of the source,the emerging network media excel the traditional network media and traditional media in promoting the government爷s response;the level of the officials is inversely proportional to the speed of the government response;the stronger the public interest and demand for the target of public opinion are,the faster the government responds;the more intense the participation of the netizens,the faster the response of the government.
