新时代京津冀协同发展的重点任务初探

摘　　要："京津冀协同发展"国家战略实施以来,京津冀三地的经济联系不断加强,交通一体化水平显著提高,环境质量出现较大改善,产业协同发展水平逐步提升,京津冀协同发展的基础逐步打牢。作为协同发展的"牛鼻子",疏解北京非首都功能任重道远。北京"大城市病"的矛盾凸显,产业升级面临巨大压力,减量发展需要有新的思维。未来京津冀协同发展的主要任务,包括加快推进产业升级,进一步提高公共服务一体化水平,加快推进世界级城市群建设,加快构建环境共治与补偿的制度机制,加快推进雄安新区建设。Since the implementation of the national strategy.“Integrated and Coordinated Development of Beijing,Tianjin,and Hebei”,the economic ties among the three regions of Beijing,Tianjin,and Hebei have become strengthened increasingly,the level of the traffic integration among them has been greatly improved,the environmental quality in these three regions has shown greater improvement,the level of the integrated and coordinated development of industry among these three regions has been improved gradually,and the solid foundation of the integrated and coordinated development of Beijing,Tianjin,and Hebei has been laid gradually.As a focal point of the integrated and coordinated development,it is a long way to remove the non-capital function of Beijing.With the highlighted contradiction of Beijing’s“great urban disease”and the tremendous pressure the industrial upgrading is facing,the reductive development requires a new way of thinking.The main tasks for the future integrated and coordinated development of Beijing,Tianjin,and Hebei include accelerating the upgrading of industry,further improving the level of public service integration,accelerating the construction worldclass city groups,speeding up constructing the institutional mechanism of the co-governance and compensation of environment.And accelerating the construction of Xiong’an New Area.
