摘　　要：农村宅基地"三权分置",是在农村承包地"三权分置"打开社会资本流入农业生产领域大门的基础上,打开社会资本流入乡村生活领域大门的又一个制度性改革举措。推进宅基地"三权分置",必须保障农民宅基地资格权,为此需要各地修改《农村宅基地管理办法》。The"three-power division"of rural homestead is based on the"three-power division"of rural contracted land to open the door for social capital to flow into agricultural production,is another institutional reform measure to open the door for social capital to flow into rural life.In order to promote the"three-power division"of homestead,the qualification right of farmers'homestead must be guaranteed.Therefore,it is necessary to revise the measures for the administration of rural homesteads shall be amended in various localities.
