PPP大型体育场馆项目契约治理路径及框架体系构建的实证研究

摘　　要：依据PPP项目模式的内涵与特征,结合治理理论对准公共产品与服务——大型体育场馆PPP模式与运行机制的分析,并运用文献资料法与问卷调查法对契约治理的内外部机制的影响路径进行剖析与实证分析。结论显示:PPP模式下的大型体育馆契约治理内部机制中属性识别机制显著影响所有权配置机制与融资风险分担机制所有权配置机制显著影响融资风险分担机制。外部机制在整体上具有显著影响内部机制的作用。提出对策建议:1)政府部门采购专业咨询机构来辅助进行PPP项目的招投标及风险管理;2)积极培养PPP大型体育场馆项目高级运营管理人才;3)提高政府部门对项目绩效评价、监督问责及主体责任的意识。The result shows that the attribute recognition mechanism in the internal governance mecha Based on the connotation and characteristics of PPP project mode,combined with the analysis of the governance theory alignment of public goods and services--large sports venues mode and operation mechanism,using the methods of literature review,mathematical statistics,questionnaire,structural equation model SEM confirmatory factor,this paper makes empirical research on the effects of path coefficient of internal and external mechanism of contract governance.nism of large gymnasium contract governance under the PPP mode has a significant impact on the ownership allocation mechanism,the ownership allocation mechanism on the financing risk sharing mechanism.The external mechanism has a significant impact on the internal mechanism on the whole.Suggestions:1)government procurement professional consulting institutions to assist in bidding and risk management of PPP projects;2)actively cultivate PPP senior sports management talents;and 3)improving government departments’awareness of project performance evaluation,accountability and responsibility.
