摘　　要：城市矿产是工业化和城镇化过程产生和蕴藏在各类城市废弃物中,可循环利用的资源,是我国原生矿产资源的重要补充。近年来,我国大力推动城市矿产资源开发利用,开展了一系列积极的探索和实践工作,本文首先从城市矿产资源量和开发利用进展入手分析我国城市矿产资源开发利用现状,然后指出我国城市矿产资源开发利用尚存在基础研究系统性不足、产能和技术含量不足、政策支撑体系不完善、各类主体参与程度不高等问题,最后提出促进我国城市矿产资源开发利用的对策建议,包括积极开展城市矿产的基础研究,持续创新城市矿产开发利用模式,重视技术创新升级和装备水平提升,加强进口固体废物评估监管工作,完善政策法规支撑体系等。Urban minerals are resources that are produced in the process of industrialization and urbanization and are contained in various types of urban wastes,which can be recycled.They are the important supplement to China s primary mineral resources.In recent years,China has vigorously promoted the development and utilization of urban mineral resources and carried out a series of active exploration and practical work.This paper analyzes the status quo of urban mineral resources development and utilization in China from the perspective of urban mineral resources and development and utilization.Then it points out problems in the development of China s urban mineral resources:systematic lack of basic research,insufficient capacity and technical content,incomplete policy support system,and low participation of various types of subjects.Finally,the countermeasures and suggestions for promoting the development and utilization of urban mineral resources in China are proposed,including carrying out basic research of urban minerals,continuous innovation of urban mineral development and utilization mode,emphasis on technological innovation and upgrading of equipment,strengthening the supervision of imported solid waste,and improving the support system for policies and regulations.
