东盟安全共同体建设与东南亚多边防务外交转型

摘　　要：随着2003年10月东盟安全共同体建设进程的启动,东盟框架内的东南亚多边防务合作迅速兴起,这推动东南亚多边防务外交出现东盟化和规范化的重大转型。东南亚多边防务外交的东盟化主要体现在东盟防长会议和东盟防长扩大会议相继启动,并不断向东盟制度化和务实行动化发展,形成区域、跨区域的多层次互动和第一轨道、第二轨道多轨并行的"东盟中心性"区域防务合作架构。东南亚多边防务外交的规范化主要体现在基于区域治理"东盟方式"的组织规范和区域安全治理"综合安全方法"的安全规范,形成一套特色鲜明并与多边防务务实合作及具体行动的实际需求相适应的行为规范,包括不结盟、不干预、非武力、非强制、无约束力、协商与共识决策以及非传统安全和民生导向等,推动了更务实的"东南亚防务模式"的形成。As the ASEAN Security Community building process started in October 2003,ASEAN's multilateral defense cooperation has grown rapidly and brought about institutional ASEANization and normalized transformation of defense diplomacy in Southeast Asia.On the one hand,as the ASEAN Defense Ministers(ADMM)and the ASEAN Defense Ministers-Plus(ADMM-Plus)held successively,it had promoted institutionalization and pragmatic development of ASEAN's defense diplomacy.Therefore,“ASEAN centrality”regional defense structure has been formed,which included interaction between regional and trans-regional levels and track I and track II parallel development.On the other hand,based on the organizational“ASEAN way”and the“comprehensive security approach”to regional security governance that falls within the framework of ASEAN regional governance,it had constructed a set of behavioral norms with distinct characteristics.This was achieved by adapting to the practical needs of multilateral defense pragmatic cooperation.This included non-alignment,non-intervention,non-force,non-coersion,non-binding,consulting and consenting decision-making,non-traditional security and welfare orientation,etc.Ultimately,it has pushed for a more pragmatic“Southeast Asian defense model”of multilateral defense diplomacy.
