摘 要:目的:以医务人员作为公益性评价测量主体,对公立医院公益性指标进行综合评价,为公立医院改革和政府制定宏观决策等提供参考。方法:对28个公益性判断标准指标进行因子分析。结果:提取4个公因子,分别命名:保障医务人员权益因子、政策性职能因子、社会效益因子、非营利性因子,累计方差贡献率为65.42%。结论:医务人员更为重视保障其权益、完成政府指令要求、提高社会效益、提供非营利性服务等方面,其中保障医务人员权益与完成政府指令要求是影响公益性评价指标最重要的因素。公立医院公益性是一个多种因素、多项指标相互作用,相互影响的复杂系统,还需要对该问题进行更深入全面地剖析研究。Objectives:To assess public welfare in public hospital with index system in perspective of medical staff and to give reference for public hospital reform and government decision making.Methods:Factor analysis was used to analyze 28 public welfare indictors.Results:Four common factors named as factor of safeguarding rights and interests of medical staff,factor of policy function,factor of social efficiency and factor of non-profit were extracted.The accumulation variance technical progress factor is 65.42%.Conclusions:Medical staff pays more attentions to protect rights and interests,fulfill requirements of government,improve social benefit and provide non-profit care.Among which,protecting rights and interests of medical staff as well as fulfilling requirements of government are the most important factors affecting the public welfare evaluation indexes.The public welfare of public hospitals is a complex system that includes many interacting factors and multiple indexes.It is necessary to carry out further analysis on it.
