摘　　要：经过长期努力特别是改革开放40年的努力,中国共产党的党内法规制度建设已经全面走上了科学化、程序化、体系化发展的轨道。迄今为止,中国共产党党内法规制度体系的基本框架得以科学确立,即以党章为根本,以民主集中制为核心,以条例、准则等中央党内法规为主干,由各领域和各层级党内法规组成的有机统一体。党的十八大以来,在坚持党的全面领导、推进全面从严治党和推进制度治党、依规治党的进程中,党内法规制度建设取得了历史性成就和新的实践经验,形成了习近平新时代党内法规制度建设思想。Based on the long-term efforts,especially the efforts made during the 4 decades sicne the reform and opening up,the party's internal laws and regulations have been developed in scientific,procedural and systematic manner.So far,the basic framework of the CPC internal system of laws and regulations has been scientifically established,which is an organic integrity composing of laws and regulations within the party at all fields and levels.This system actually takes the party constitution as the foundation,takes the democratic centralism as the core,and takes the central party internal regulations such as regulations and guidelines as the backbone.Since the 18th National Congress of the Communist Party of China,in the process of upholding the party’s overall leadership,promoting the comprehensive management of the party,promoting the party governance based on system and regulations,the party’s internal laws and regulations have achieved historic achievements and new practical experience,and formed the thought of the construction of laws and regulations within the party in Xi Jinping's new era.
