摘　　要：有效合理地建立指标体系是对战术互联网进行效能评估的前提与基础。通过对战术互联网的网络功能结构进行分析,从业务和战术层面提出较为全面的指标系统,在分析粗糙集的基础上,提出粗糙分布函数的方法,通过对指标系统的单点性及协调性进行定义分析,在明确的指标体系基础上进行指标约简处理,从而达到精简指标的目的。最后提出"满意度"指标评价体系,对已建立的指标体系的综合评价提供理论指导。The effective and reasonable index system is the premise and basis to evaluate performance of the tactical internet,first through the analysis of the network structure,the index system comprehensively from the operational and tactical level are put forward,then based on the analysis of rough set,rough distribution function method is proposed,based on the analysis of the definition of the single index system point and coordination,index reduction in index system based on the proposed,so as to achieve the purpose of streamlining the index.Finally,the paper puts forward the evaluation index system of"excellent degree",and makes a comprehensive evaluation on the establishment of the index system.
