摘  要:对收费公路产出弹性与运营绩效的关系进行实证研究,能够为行业内以提高运营绩效为目的的供给侧结构性改革提供理论依据。本文通过剖析收费公路运营绩效提出3个研究假说,在运营绩效测度基础上,收集2000—2015年中国29个省市区的面板数据,建立计量模型对研究假说进行实证检验。研究发现:收费公路运营绩效的提高可以增加公路基础设施的产出弹性,收费公路产出弹性在一定范围内具有基于运营绩效的线性形式,当前收费公路产出弹性在0.05左右;运营绩效对收费公路产出弹性的影响随东、中、西部依次递增;收费公路产出弹性具有基于运营绩效的单门槛效应,机制转换可能伴随运营模式转轨发生,即经营性公路运营绩效的提高对产出弹性的促进作用可能更为明显。This paper makes empirical study of operational performance and output elasticity of toll road,which provides the theoretical basis for structural reform of the supply front aiming to improve operational performance.Through analyzing the operation performance of the toll road,3 hypotheses have been proposed.Based on the operational performance measurement,the panel data in 29 provinces and autonomous regions from 2000 to 2015 are collected,and the empirical model is established to examine hypotheses.Results show that the improvement of toll road operation performance can promote the output elasticity of highway infrastructure,the output elasticity of toll highways has a linear form based on operational performance within certain range,the output elasticity with respect to toll road is 0.05 at present.Besides,the impact of operation performance on output elasticity increases with the eastern,central and western regions.Finally,there is a single-threshold effect between output elasticity and operation performance.Mechanism changes may occur with changes in the operation mode,that is,the improvement of operation performance of the operating road is more obvious for the promotion of output elasticity.
