“组织化嵌入”超越“结构化割裂”——现代城市基层开放式治理的结构性要素

摘　　要：作为一个结构性存在的"中国城市治理中的执政党基层组织建设"问题,必须超越简单的"党建研究"或者单纯的"城市治理"来看待。本文认为基层党建面临制度叠加的"创新内卷化"、多元人群参与的不均衡、空间治理滞后、组织激励不足与治理"碎片化"等困境,造成了党建对社会的"结构性割裂"。在城市的国际化属性日益凸显的基础上,治理结构的开放性日愈突出,基层党建要实现"引领",需要将开放式党建"嵌入"到具体社会治理中,形成一个"党社双向开放"结构。其结构性要素营造的具体路径为组织形态要从封闭转向协商共治,形成多中心复合共治结构,提升基层协商民主参与的程序化,回应网络空间的民主治理诉求,以形成多元有序治理。As a structural existence,″the Construction of the Ruling Party′s Grass-roots Organizations in Chinese Urban Governance″must go beyond the simple″CCP Party Building″or pure″Urban Governance″.We argue that the grass-roots party building system faces the innovational involution caused by institutional innovations,unbalanced involvement multiple people,spatial governance lag,insufficient organizational incentives and governance fragmentation which cause the party to society structural dislocation of parry.With the increasing international attributes of the city,the openness of governance structure is becoming more and more prominent.If the CCP grass-roots organizations would achieve the leading position,we need to adopt the approach of opening party building to embed into the specific social governance and form a two-way open structure.The approach to building its structural elements is to transform the organizational form from closed to deliberative governance,form a polycentric governance structure,formulate the deliberative procedures of democratic participation at the grass-roots level,make the continuing responsiveness to the democratic demands of cyberspace,and construct orderly multi-governance.
