摘　　要：解决社会主要矛盾需要一种新的发展观。五位一体总体布局是"以人民为中心"这一新发展观的顶层设计。五个方面的建设是一种相辅相成的关系,它们的互动对解决社会主要矛盾、实现国家现代化具有重要意义。推进新发展观需要在顶层设计和基层创新、政府协调与合作治理、激励机制与能力提升、规范约束与改革突破、问责制度与绩效评估、完善结构和流程改进等方面进行一些策略性的思考。The new concept of development is required to solve the social principal contradictions.The five-sphere integrated overall arrangement is the top-level design of the new development concept“taking the people as the center”.The five spheres are related to each other,and their interactions are of great significance to solve the social principal contradictions.To boost the new concept of development,it is necessary for us to strategically reflect on the following aspects:the top-level design and grassroots innovation,accountability mechanism and performance evaluation,perfecting structure and improving process.
