城市扶贫整体绩效提升了吗——以广东省(2000—2015)为考察对象

摘　　要：新中国建立伊始就开展了以"三无人员"为主体的城市扶贫工作。20世纪80年代以来,随着农业人口向城市的快速转移和城镇化的加速推进,城市贫困问题日益成为影响城市社会和谐稳定的重要因素。本文从组织边界理论出发,构建了城市扶贫整体绩效评估指标体系,进而以广东省为对象开展实证研究。研究发现:广东省城市扶贫整体绩效(2005—2015)呈下降态势。具体来说,虽然养老与医疗救助绩效不断提升,但贫困基础、社会救助绩效和就业帮扶绩效却呈下降态势,由此导致城市扶贫整体绩效持续下降。因此,本文从顶层设计、教育和就业、社会支持网络和合作治理等方面提出改善城市扶贫整体绩效的几点思考,以期对城市扶贫实践有所裨益。Soon after the foundation of the People’s Republic of China,the urban poverty alleviation was launched focusing on“three-non-personnel”.Since the 1980s,with the rapid migration of agricultural population to cities and rapid urbanization,urban poverty has increasingly become an important factor affecting the harmony and stability of urban society.Based on the organizational boundary theory,we construct the framework and indicators of overall performance measurement of urban poverty alleviation,and then conduct an empirical study on Guangdong province.The findings are:the overall performance of urban poverty alleviation shows a declining trend.Further analysis indicates:although the performance of pension and medical assistance has being continuously improved,the foundation of poverty,performance of social assistance and employment assistance show a downward trend,leading to a decline of the overall performance of urban poverty alleviation.Furthermore,from the aspects of top-level design,education and employment,social support network and cooperative governance,this article puts forward some suggestions with a view to improve the overall performance of urban poverty alleviation.
