互联互通与外交关系——一项基于生态制度理论的中国外交研究

摘　　要：近年来,互联互通成为中国外交的热词。互联互通的外交实践涉及人与地理空间的关系问题,是国家间交往超越地理空间的约束实现跨国交往自由化和便利化的表现。现有的地缘政治理论、区域一体化理论和建构主义理论都未能对互联互通外交提出合理的解释。作者提出生态制度主义理论的分析框架,引入生态系统作为新的变量,考察由其带来的中国推动互联互通外交的动力和由其决定的制度供给多样性的特征。生态制度主义承认制度的重要意义,但更强调在不改变现有制度框架的情况下,通过推动国家间的互联互通,实现国家关系与生态体系的动态平衡。通过对东南亚地区进行案例研究,作者认为在东南亚制度供给过剩的背景下,中国的周边命运共同体外交尊重区域内的现有制度,通过推动包括基础设施在内的多方面互联互通,不断调整中国崛起与周边国家的生态平衡,积累相互信任和社会资本,最终致力于构建命运共同体。未来,中国互联互通的外交模式将有助于中国克服"崛起困境",开创中国特色大国外交的新局面。In recent years,interconnection has become a hot word in China s diplomacy.The diplomatic practice of interconnection involves the relationship between human beings and geographical space.It is also the result of liberalization and facilitation of transnational interactions between countries that are released from geographical and spatial constraints.The existing geopolitical theory,regional integration theory and constructivism theory all failed to provide a satisfactory explanation for interconnection diplomacy.In this article,the eco-institutionalism theory was introduced as an analytical framework and the ecosystem was brought in as a new variable to inspect China s motivation of promoting interconnection diplomacy and the diversified institutional supply.While the eco-institutionalism theory acknowledges the significance of institutions,it emphasizes more on promoting interconnection between countries without changing the existing institutional framework to achieve a dynamic balance between the international relations and the ecosystem.Through the case study of the region of Southeast Asia where there is an oversupply of institutions,this article argues that China s diplomacy in this region has promoted interconnections in various aspects including infrastructure while respecting the existing regional institutions.Through diplomacy of neighbor community with shared future,the ecological balance of a rising China and the neighboring countries has been adjusted and the mutual trust and social credit for establishing a community of shared future for mankind has been accumulated in the process.In the future,the new diplomatic pattern of interconnection will help China to overcome the dilemma caused by its rise,and will usher in a new era of major-country diplomacy with Chinese characteristics.
