摘　　要：当前,共建"一带一路"进入全面实施新阶段,这对理论构建提出了更高要求。地缘经济学对于理解"一带一路"是一个有用的视角,但需要在批判和借鉴的基础上对其做出新的阐释,即强调关联利益,遵循合作逻辑,将地缘作为国家之间的能动的变量。基于此,"一带一路"倡议本质上是中国与沿线国家基于特定地缘空间环境开展的功能性合作,遵循功能性逻辑。一方面,欧亚大陆的地缘空间环境在很大程度上使基础设施和产能合作成为功能性合作的主要内容,并且以前者为优先领域;另一方面,功能性合作反过来也正在缓慢重塑欧亚大陆的地缘空间版图,推动欧亚大陆形成强连通的地理版图和平衡发展的贸易版图。近年来,一些国家也提出了与"一带一路"类似的区域互联互通倡议。对此,中国既应及时跟踪、研究和应对这些倡议对"一带一路"建设可能带来的竞争性影响,又应在符合国家利益的基础上加强政策沟通,尝试与其对接,探寻合作的可能性。在互联互通时代,各国应当加强协调,同舟共济,共同为世界的互联互通和繁荣发展而努力。At present,the Belt and Road Initiative has entered a new stage of full implementation,which puts higher demands on the theory building.The author believes that geo-economics is a useful perspective for understanding the initiative,but it needs to be made a new interpretation by the related interests,cooperation logic and the geography as a dynamic variable among countries.Based on this interpretation,the Belt and Road Initiative is essentially a functional cooperation between China and countries along the routes based on the specific geographical environment,following functional logic.One the one hand,the geographical environment of Eurasia has largely made infrastructure and production capacity cooperation a major part of functional cooperation,and the former is a priority area.One the other hand,in turn,functional cooperation is slowly reshaping the geographical map of Eurasia.This can be divided into two phases:the first phase focuses on infrastructure cooperation to enhance the geographical advantages of China and the countries along the routes,and promote strong connectivity in Eurasia.The second phase focuses on production capacity cooperation to enhance the production and innovation capabilities of China and the countries along the routes,and promote the relatively balanced development of Eurasia s trade.In recent years,some countries have also proposed regional connectivity initiatives similar to the Belt and Road Initiative.In this regard,China should research and respond to the competitive impact of these initiatives on the Belt and Road Initiative.Meanwhile,it is necessary to strengthen policy coordination on the basis of China s national interests,try to dovetail the Belt and Road Initiative with these initiatives proposed by other countries,and explore the possibility of cooperation.In an era of connectivity,all countries should strengthen coordination,stick together and work together for the connectivity and prosperity of the world.
