“农村复兴运动”视域下的江西合作金库研究

摘　　要：江西合作金库是20世纪30年代在"农村复兴运动"与合作社蓬勃发展的背景下,为解决合作社贷放工作问题应运而生的金融机构。江西省建立了省、县两级合作金融网络体系,以"不以营利为目的"为宗旨,面向合作社,以贷款、存款、汇兑等为主要业务,承担着调节各类合作社资金的重任。合作金库前后存续12年,为近代农村经济的发展作出了一定贡献。但因其资本来源不足,收支失衡,其主要收益不能维持机构运转,再加上政府主导、银行资本强化、合作社认股热情不高等导致自有自营自享的经济制度未能实现,其经验教训对今天农村合作金融业的发展仍然具有借鉴作用。In the 1930s,Jiangxi Co-operative Bank was a financial institution emerging to solve the problem of the cooperative’s loan and release work under the background of the rural revival movement and the vigorous development of cooperatives.Jiangxi Province has established the provincial and county-level cooperative financial network systems,with the aim of“not for profit”,cooperatives-oriented,with loans,deposits and remittances,etc.as the main business,which undertake the task of adjusting all kinds of cooperative funds.Although Co-operative Bank lasted for 12 years,and contributed to the development of modern rural economy,it failed to realize the economic system of self-owned,self-management and self-enjoyment,because of the following factors:the lack of capital source,imbalance income and expenditure,its main benifits which cannot maintain the operation of the institutions,led by the government,strengthened bank capital,not high enthusiasm for shares,etc.Its experiences and lessons are still useful for the development of rural cooperative financial industry today.
