完善共建园区节约集约用地机制探讨——以江苏省新沂市为例

摘　　要：江苏省对苏北发展始终高度重视,多年来,南北挂钩共建苏北园区的政策创新与具体实践,成为江苏省促进区域协调发展的一项重大创新举措和亮点品牌。南北共建园区建设的基本思路,是按照政府做引导、市场为纽带、企业唱主角的园区建设发展理念,由苏北、苏中地区在本地省级以上开发区中,划出一定面积的土地作为"区中园",与苏南地区政府、开发区和企业合作建设共建园区,推动南北产业合作。共建园区在优化全省资源配置,促进省内合作交流,带动苏北区域发展等方面做出积极贡献,但在建设中,特别节约集约用地方面问题,仍有完善空间,本文以江苏省新沂市为例,对此加以探索与分析。Jiangsu has always attached great importance to the development of Northern Jiangsu.Over the years,the policy innovation and specific practice of North-south hook to Jointly build the Subei Park,has become a major innovative measure and highlight brand for promoting regional coordinated development in Jiangsu.The basic idea for the construction of the park between the north and the south,is an idea of park construction and development to follow the government to guide,the market as the link,and the enterprise to play the leading role.In the development zone above the local provincial level from the northern and central of Jiangsu,planning a certain area of land as a“zone in the park”,to cooperate with the government,development zones and enterprises in southern Jiangsu to build a park to promote industrial cooperation of North-South.The co-construction park has made positive contributions in optimizing resource allocation across the province,promoting cooperation and exchange within the province,driving the development of the northern Jiangsu region,etc.However,in the construction,especially in terms of savings and intensive land use still have room for improvement.This article takes Xinyi City,Jiangsu Province as an example,to explore and analyze this.
