江西省生态产业扶贫的SWOT分析及对策建议

摘　　要：生态产业扶贫是实现江西省贫困地区持久脱贫的重要路径,对贫困地区实现全面小康具有重大意义。良好的生态环境是江西省贫困地区最为突出的优势,应实施生态价值转换战略,将生态优势转化为经济优势。本文在对生态产业扶贫研究文献进行梳理及评述的基础上,阐述生态产业扶贫的内涵和特征,指出生态产业扶贫是贫困地区和贫困人口实现持久脱贫的关键。通过分析江西省开展生态产业扶贫面临的优势、劣势、机遇与威胁,认为从总体上看,优势多于劣势,机遇大于威胁。并且,从加大生态补偿力度、推进生态价值转换、创新生态产业扶贫模式、完善贫困地区基础设施建设、开展试点示范带动作用等方面明确了江西省生态产业扶贫的路径。最后从构建政府引导、多元主体、社会合力的生态产业扶贫机制,加大政策支持力度等方面提出了江西省生态产业扶贫的若干政策建议。The poverty alleviation of ecological industry is an important way to realize the sustainable poverty alleviation in the poor areas of Jiangxi Province,which is of great significance to the realization of a well-off society in an all-round way in the poverty-stricken areas.Good ecological environment is the most prominent advantage in the poor areas of Jiangxi Province.The ecological value conversion strategy should be implemented to transform ecological advantages into economic advantages.The article reviews and comments on the research papers on poverty alleviation in the ecological industry,expounds the connotation and characteristics of poverty alleviation in ecological industry,and points out that the poverty alleviation in ecological industry is the key to realizing sustainable poverty alleviation in poor areas and poor population.Based on the analysis of the advantages,disadvantages,opportunities and threats faced by the development of ecological industry in Jiangxi Province,it is considered that,on the whole,advantages outweigh disadvantages and opportunities outweigh threats.In addition,we should make clear the path of poverty alleviation of ecological industry in Jiangxi Province from the aspects of increasing ecological compensation,promoting ecological value conversion,innovating the mode of poverty alleviation in ecological industry,perfecting the infrastructure construction in poor areas,and carrying out pilot demonstration to promote the function of promoting the poverty alleviation of ecological industry in Jiangxi Province.In the end,some policy suggestions on the poverty alleviation of ecological industry in Jiangxi Province are put forward from the aspects of government guidance,pluralistic subject and social joint efforts to support the poverty alleviation mechanism of the ecological industry,and enhancement of policy support.
