摘　　要：近年来,受地域和经济发展环境的制约,天水市在社会信用体系建设的诸多方面留有空白,且存在资源浪费、重复建设等问题。今后,应在地方政府的推动下,由人民银行分支行牵头建立以企业、个人征信系统为基础,以信用市场的监管和培育为保障,以信用信息共建共享平台为支撑和以诚信文化宣传教育为着力点的信用体系,形成"征信、法制、平台、教育"四位一体、有机联动的社会信用体系基础框架和运行机制。Constrained by location and economic development environment,there are still major gaps to be filled as well as the problems of resources wasting and repetitive construction in the social credit system construction of Tianshui City in recent years.In the future,promoted by the local government,the PBOC branches and sub-branches should lead the effort to build a credit system with the commercial credit reporting and consumer credit reporting as the foundation,the nurturing and regulation of credit market as the safeguard,the co-construction and sharing of credit information as the support,the publicity and education of integrity culture as the focus,then forming a coordinated basic framework and operating mechanism which includes a trinity of“governance based on law,credit reporting,and education”for social credit system.
