摘  要:在城市发展从"增量扩张"向"存量挖潜"转型的背景下,城市更新成为珠江三角洲城市二次开发的重要工具。但是市场主导的"三旧改造"在城市空间结构优化和土地价值的实现的同时,住房开发的超额利润也对城市的其他功能用地产生了挤出效应,导致产业用地锐减。佛山市南海区根据自身"自下而上"城市化的特点,开始探索并初步形成了一套针对产业用地的"土地整备"模式——在不改变集体建设用地属性的前提下,由政府主导,对低效用地进行土地托管,通过土地整合、基础设施配建,招商引资、引进优质企业、落实产业项目,推动产业税基健康发展。但是仅考虑土地财政和产业财政依然不够,要保障城市的持续健康发展,还有必要进一步探讨在产业发展、生态环境、公共和市政基础设施"三个前置"的前提下的城市规划方法,通过"市地重划"推动公益性项目、公共服务和市政设施落地,以提升城市可持续发展的能力。In the context of the transformation of urban development from"incremental expansion"to"seek potential by storage",urban renewal has become an important tool for the redevelopment in the Pearl River Delta.But,when the"three old transformation",which is dominated by the market,achieving the optimization of urban space structure and land value,the excess profit of housing development also produces an extrude effect on other functional lands,leading to the decreasing of industrial land.According to the features of its bottomup urbanization,Nanhai district of Foshan began to explore and formed initially a set of"land rearrangement"mode targeting industrial land.That is to say,without changing the nature of collective land,the government led to make the land trusteeship for inefficient land use,and promoted the healthy development of industrial tax base through land integration,infrastructure set-allocation,attracting investment,introducing high-quality enterprises and implementing industrial projects.Nevertheless,only considering the land finance and industrial fiscal is still not enough.In order to guarantee the city's sustainable and sound development,it is also necessary to further explore the city planning methods with"three front"as premise-industrial development,ecological environment,public and municipal infrastructure.To enhance the city's sustainable development ability,"city land readjustment"is an important way to promote the achievements of public welfare projects,public services and municipal facilities.
