摘　　要：提升国家治理能力是促进精准扶贫政策有效执行的关键。国家治理能力在深度贫困地区精准扶贫政策执行实践中展示了丰富内涵。立足于中国共产党国家治理的精神实质,精准扶贫政策执行的国家治理能力主要包括精准扶贫政策思想引领过程中的统领能力、精准识别机制分析中的认证能力、精准施策机制分析中的规管能力以及社会力量参与精准扶贫机制中的整合能力。统领能力存在理想型决策与非理性运作失衡、认证能力较低引致贫困户错评等国家治理能力偏低现象,在分析其成因的基础上提出完善责任追究制度、强化政治社会化机制、重塑乡村治理规则以及理顺政社职能关系等提升国家治理能力的路径。Improving the national governance capacity is the key to the effective implementation of the targeted poverty alleviation policy.In recent years,the national governance capacity has shown thought connotation in the practice of targeted poverty alleviation policy.Based on the spirit of Chinese Communist Party of national governance,the capacity in policy implementation can be interpreted in four aspects:national leadership capacity in the process of studying the policy spirits,national certification capacity in precision identification mechanism analysis,national regulatory capacity in the analysis of policy implementation mechanisms,and the capacity of the state to integrate social forces into targeted poverty alleviation mechanisms.It is found that there is an imbalance between ideal decision making and irrational operation,and the low certification ability leads to the low governance ability of poor households.Overall,in order to achieve the healthy growth of national governance capacity,the state should improve the accountability system,strengthen mechanisms for political socialization,and deal with the functional relationship between government and society and so on.Only in this way can we continue to promote the modernization of national governance capacity.
