深度贫困地区脱贫攻坚路径研究——以嵌入性理论为视角

摘　　要：消除贫困、改善民生、实现共同富裕,是社会主义的本质要求,是我们党的重要使命。我国贫困问题具有明显的区域性特征,深度贫困地区是全面建成小康社会的最短板,也是脱贫攻坚的重点和难点。深度贫困的实质就是绝对贫困,具有"两高、一低、一差、三重"的特征,有特殊的形成原因。基于嵌入性理论提出深度贫困地区脱贫攻坚政治嵌入、经济嵌入、文化嵌入和认知嵌入的分析框架,从嵌入的现实性、可能性和目的性三方面厘清深度贫困地区的嵌入逻辑。基于深度贫困地区的实际情况提出深度贫困地区脱贫攻坚应坚持政治嵌入、经济嵌入、文化嵌入和认知嵌入"四位一体"的嵌入路径。Eliminating poverty,improving people’s livelihood and achieving common prosperity are the essential requirements of socialism and the important mission of our party.China’s poverty problem has obvious regional characteristics,which decides that the depth poverty area is the shortest-plate to build a well-off society in an all-round way and is the key and difficult point of poverty alleviation.The essence of deep poverty is absolute poverty,and it has the characteristics of low disposal income percapita,high rate and incidence of porerty-sctricken population,incompelte infrastructure and poor housing and heavy task of poverty allievation and has its special causes.Based on the theory of embeddedness and the reality of the poverty-stricken areas,the paper puts forward the analytical framework with political embeddedness,economic embeddedness,cultural embeddedness and cognitive embeddedness,clarifies the embeddedness logic from the aspects of reality,possibility and purpose.Besides,the paper points out the depth poverty stricken areas should adhere to the route of poverty alleviation by political,economic,cultural and cognitive embeddedness.
