摘　　要：清代,政府对食盐的产运销实行严格控制。两淮作为最重要的产盐区,其规费数额巨大,是政府管控的重点。盐规对于清代国家机关运转有着重要作用,用于应付庞杂的行政开支、各项用度、官员养廉银的支付及公共事业建设等。盐商组织和官方的关系基于利益博弈,彼此依赖却又相互牵制。In the Qing Dynasty,the control of salt production,marketing and sales was strict.As the most important salt area,Lianghuai’s fees were huge.The salt regulations play an important role in the operation of the state organs of the Qing Dynasty.They are used to cope with the complicated administrative expenses,various expenses,the payment of officials to raise low-income funds,the construction of public utilities,etc.The relationship between the salt merchants and the official is based on the interests of the game.
