建立丝路经济带核心区金融中心构想

摘　　要：新疆作为丝绸之路经济带核心区,与西部金融强省陕西发展差距逐渐拉大,存在金融资源集聚、跨地区配置和辐射带动能力弱,特殊金融政策的落实和创新能力不足,金融专业人才缺乏等问题。未来需以支点城市为重点,构建"一心一港二区三轴"金融发展格局,优化顶层设计,完善金融机构体系,提升重点领域金融创新服务能力,增强跨境金融服务能力,集聚壮大金融发展要素等,建设丝绸之路经济带核心区区域金融中心。As the core area of the Silk Road Economic Belt,the progress in the construction of regional financial centers in Xin Jiang is less than expected,and the development gap with the western financial provinces(Shan’xi)is gradually widening.The main problems exist,which refers to the weak capacity of agglomerating and allocating financial resources in cross-regional,and the implementation of special financial policies and insufficient innovation capabilities,lack of financial professionals,in the construction of core financial center.In the future,we need to focus on the financial fulcrum city to optimize the top layer design,improve the financial institution system and the capabilities of financial innovation service in critical areas,enhance cross-border financial services capabilities,and integrating financial elements to accelerate the construction of financial centers.
