摘　　要：目前,我国在推进环境污染第三方治理过程中,仍存在政府官员责任意识不强、排污企业外界压力不足、治污企业责任担当不够等问题。应转变政府治理理念,强化政府监管责任,构建"前期准备+中期监管+后期防范"的良性运行机制。At present,in the process of promoting third-party environmental pollution control in China,there are still problems such as the lack of sense of responsibility of government officials,the insufficient external pressure of sewage companies,and insufficient responsibility of pollution control enterprises.We should change the concept of government governance,strengthen the responsibility of government supervision,and build a benign operational mechanism of“pre-preparation+medium-term supervision+post-prevention”.
