摘　　要：通过对中国高校人文社会科学文献中心(CASHL)西北区域77所高校成员图书馆外文文献采购情况、采购途径等馆藏现状进行的三个阶段的调研,分析了当前高校图书馆外文图书采购的障碍因素及存在的问题,并提出应建立"一带一路"资源共建共享联盟、寻求多渠道经费支持、重视资源建设的前期规划、形成合理方案、优化采购途径等外文文献资源建设与保障的建议。The construction of foreign-language special resources has played a fundamental role in the strategic development of“the Belt and Road”Initiative.This article conducts a three-phased investigation of the collection status of foreign literature procurement and procurement channels of CASHL in 77 university libraries innorthwestern region.It analyzes the obstacles and problems existing in the foreign books pro-curement in universities.It also puts forward some measures to construct and guarantee foreign literature resources,such as establishing the resources construction and sharing alliance,seeking the financial support through multiple channels,attaching importance to the preliminary planning,forming reasonable solution plans,optimizing the procurement ways and so on.
