摘　　要：文章分析了《公共图书馆法》所呈现的政府管理思想主要内涵和特色,反映了政府对于公共事务从"管理"到"治理"的重大变革,也就是强调法治基础下政府职能的转变,发挥多元主体协同合作的优势,明确社会作为公共事务治理主体的地位。也解析了政府管理公共图书馆的思想来源于图书馆理论研究、图书馆员的实践活动、其他学科的贡献。The article analyzes the main connotation and characteristics of the government management thought presented by the public library law and reflects the government’s significant changes in the public affairs from“management”to“governance,”that is,emphasizing the transformation of government functions under the rule of law,and playing a multisubject.The advantage of synergy is to clarify the status of society as the subject of public affairs governance.It also analyzes the source of the government's management of public libraries,which is the study of library theory,the practice of librarians,and the contributions of other disciplines.
