摘 要:1981年,由89位学部委员建议并经中央批准而设立的中国科学院科学基金,历时四年完成了中国科学基金制先行先试的使命。它不仅打破了原来30多年的科技拨款制度,加速了中国科学事业的恢复和发展,促成高校成为国家基础研究的主力军,确立了科学共同体的自治与自我管理,推动了科学基金制在国家层面全面实施,对中国科学基金制的产生与发展起到了奠基性作用,而且为中国科技体制改革事业的发展做出了探索性贡献,促进了改革开放的进程。In 1981,the Science Fund of the Chinese Academy of Sciences(CAS),which was proposed by 89 members of the Academic Division of CAS and approved by the Central Committee,completed the mission of“putting the Chinese Science Fund System first”.It not only broke the original system of scientific and technological appropriation for more than 30 years,sped up the recovery and development of China’s scientific undertakings,made colleges and universities become the new force of national basic research,established the autonomy and self-management of the scientific community and promoted the full implementation of the science fund system from the national level,and promoted the emergence and development of Chinese science fund system.The development had played a foundational role,made exploratory contributions to the development of China’s science and technology system reform and promoted the process of reform and opening-up.
