摘　　要：社区协商是新时代推进社会主义协商民主建设、实现人民当家作主的重要手段。社区协商机制在化解社会矛盾、解决群众诉求、推动社区自治过程中发挥着重要作用。但是,目前我国不少城乡社区面临着协商制度不健全、协商流程不规范、协商开展较随意、协商结果缺落实、协商主体低参与等问题。创新基层党建工作与发展城乡社区协商具有内在的统一性。基层党建引领城乡社区协商的政治方向;基层党组织是城乡社区协商的领导核心,也是城乡社区协商的基础保障。以基层党建工作创新引领城乡社区协商发展是统筹推进基层协商、提高基层社会治理水平、增强群众社会生活满意度的重要举措。Community consultation is an important means to promote socialist consultative democracy and realize people′s ownership in the new era.Community consultation mechanism plays an important role in resolving social conflicts,people′s issues and promoting community autonomy.However,at present,many urban and rural communities in China are facing such problems as unsound consultation system,non-standard consultation process,more casual consultation,lack of implementation of consultation results,and low participation of consultation subjects.There is inherent unity between the establishment of grassroots party construction and the development of urban and rural community consultation.The grass-root party building leads the political direction of urban and rural community consultation;the grass-root party organizations are the leadership core and also the basic guarantee of urban and rural community consultation.Leading urban and rural community consultation development through grassroots party construction innovation is an important measure to promote grassroots consultation as a whole,improve grassroots social governance and increase people′s satisfaction with their social life.
