政府行政管理与社区居民自治有效衔接的路径研究——基于武昌区H社区治理实践的考察

摘　　要：如何实现行政管理与居民自治衔接一直是社区治理面临的问题。政府是社区治理的关键主体,其治理行为变化会带来自治系统治理主体治理行为的连锁变化。依据政府介入社区程度的不同对政府角色进行类型学划分,考察政府不同角色介入方式对自治系统的不同影响,搭建了"行政系统行动主体-自治系统行动主体"分析框架。结合武昌区H社区治理实践,提出了政府以制度资源输送、物质资源输送、技术资源输送"入场"的宏观间接者角色,能够盘活自治系统,是实现行政与自治衔接的可行路径。How to realize the cohesion between administrative management and residents'autonomy has been a problem community governance faces.The government is the key subject of the community governance,and the change of its governance will bring about the chain change of the governance behavior of the main body in the autonomous system.According to the different degree of government involvement in community,we type the role of government,and investigate the different effects of different roles of government intervention on the autonomy system,and set up the analysis framework of“administrative system action subject-autonomy system action subject”.According to Wuchang District Liangdao Street Garden Hill community governance practice,we put forward the macro indirect role that government intervention in the community by injeceting system resources,material resources,technology resource to autonomy system,which will revitalize the autonomous system and is a feasible way to achieve convergence of administration and self-government.
