摘　　要：根据我国安全生产事故行政问责的实际情况,总结分析了目前安全生产事故行政问责存在的主要问题,即当下的行政问责要么针对"大事情",要么针对"大官",而在基层、在日常的行政管理中,问责却依然不受重视,而且存在动辄将官员引咎辞职的现象,缺少将官员绩效与问责相结合,显然不合理、不公正。因此,要改变这种现状,就需要一种措施能把问责落实到日常行政管理环节中,它依赖于绩效评估与管理的完整过程来将官员职责与平常岗位绩效目标结合起来,通过构建绩效问责与事故问责的四分图模型,来实现行政问责的有效性和公平性,以此达到工具理性与价值理性的统一,进行理性问责。According to the actual situation of administrative accountability of production safety accidents,the thesis analyzes the main existing problems of administrative accountability in production safety accidents,like the current administrative accountability,one is the"major issues",the other is"senior officials",while in daily administration at the grassroots level,accountability is not attached importance to,and there are some phenomena of hundreds of resigned officials,it is clearly unreasonable and unjust that there is lack of the the combination of performance and accountability.Therefore,in order to change this situation,we need take some measures to implement the accountability in key aspects of daily administration,which relies on the complete process of performance evaluation and administration to combine the official duties of the usual job performance goals together,by building the Four Section Model of Performance Accountability and Accident Accountability,the effectiveness and fairness of administrative accountability may be achieved,so as to obtain the union of instrumental rationality and value rationality,and implement the rational accountability.Last but not least,due attention should be given to the practical process of administrative accountability.
