摘　　要：全国水权试点地区总体上完成了水权改革的目标和任务,在水权确权、水权交易、水权管理等方面积累了宝贵的经验。在归纳分析的基础上,总结出较为成熟可广泛复制推广的经验、具有区域特性可因地制宜推广的经验、需要一定前提条件值得进一步探索的经验等3类19条试点经验,梳理了试点地区水权改革存在的薄弱环节与问题,提出了进一步深化水权改革的建议。Valuable experiences has been accumulated in the respects of water right identification,trading and management thanks to the completion of national pilot projects as well as fulfillment of objectives and tasks of the reform.Three types of pilot projects,such as those with rich experiences that may be applied to other areas,having special local conditions that need to take specific measures or having certain preconditions to implement water right trading,are divided based on review and evaluation.The weakness or vulnerable spots in the current practice of reform are examined in order to raise suggestions for deepening the reform and taking further steps.
