摘　　要：在分析水权交易两级市场内涵和内在机理基础上,提出了构建符合我国国情水情的水权交易两级市场体系,更大程度、更广范围发挥市场机制对水资源配置的作用,促进水资源优化配置、高效利用和节约保护,同时建议进一步探索水权交易两级市场培育的方式方法,为在更大范围内培育构建水权交易市场提供示范和借鉴。On the basis of analysis of intension and internal mechanism of two-phases market of authorizing water permit by administration at initial stage and water entitlement trading at the second stage,suggestions are made to implement two-phase water right trading by taking the local and water conditions into consideration,in order to maximize the role of market for effective allocation,utilization and conservation of water.It is proposed to find out a way of cultivating the two-phase market and make demonstration in a large scope and provide experiences to other areas.
