基于自组织理论的我国体育公共服务社会化发展模式研究

摘　　要：采用文献资料法等,从自组织理论视角对我国体育公共服务社会化建设进行研究,构建适合我国体育公共服务社会化发展的模式。主要结论:体育公共服务社会化出现政绩导向与大众需求不符、管理效率下降、监督和绩效评价机制不完善和不均等化资源供给等问题,并依据自组织理论提出其发展的新模式。建议:在体育精神上以公民利益为中心,重视弱势群体利益;在体育法制上提高服务的综合效率,多元主体协同监管;在体育营利与非营利组织上提出便民、利民发展措施,非营利性组织有效供给,政企和社会组织互相合作。By using the methods of literature reviews and logical analysis,this paper studies the socialization construction of sports public service in China from the perspective of self-organization theory,and constructs a model that suits for the socialization development of sports public service in China.The research shows that the socialization of public service of sports shows"the performance orientation is not consistent with the public demand,and the efficiency of management is decreased","the mechanism supervision and performance evaluation is not perfect,and the supply of resource is not equal to the demand",and proposes a new model of development according to the self-organization theory.Suggestions:Regarding the interests of the citizens as the core and paying attention to the interests of the disadvantaged groups in the spirit of sports;Improving the comprehensive efficiency of service and the coordination of multi-subject supervision in the sports legal system;On the sports profitmaking and non-profit organizations,the paper puts forward the measures for the convenience and benefit of the people's development,the effective supply of non-profit organizations,and the cooperation between governments,enterprises and social organizations.
