非奥运项目可持续发展评价指标体系构建研究

摘　　要：可持续发展是目前我国体育领域所追求的一种高度理想化的发展模式,其首要任务便是要构建一套科学、合理的评价指标体系以指导未来发展和评估。依据科学的指标选取原则,采用文献资料法、德尔菲法,以非奥运项目可持续发展的评价指标体系为研究对象,从体育经济支持子系统、体育管理支持子系统、体育环境支持子系统和体育人口支持子系统4个方面构建其评价指标体系,并应用层次分析法给出各个指标权重及综合评判系数。研究结果表明:4个一级指标中体育经济支持子系统的权重最大;二级指标中权重较高的依次是国家经济投入指标、社会组织管理指标、市场经济投入指标、体育科技管理指标、政策环境指标等;三级指标中的非奥运项目经济投入总额、体育事业活动经费投入总额、非奥运项目管理体制完善度、非奥运项目社会赞助总额、非奥运项目政策制定数量等指标的权重位于前列。据此有针对性地对我国非奥运项目的发展情况进行客观评价,并加以改革,以期为实现我国非奥运项目可持续发展提供理论参考。Sustainable development is the pursuit of an ideal model of development for the Chinese competitive sports.Its primary task is to build a set of scientific and reasonable evaluation index system to guide the future development and evaluation.In this paper,based on the principles of scientific index selection,literature review,Delphi method,sustainable development evaluation index system of non-Olympic sports projects was taken as the research object.Sports economy support subsystem,sports management support subsystem,environment support subsystem and sports population support subsystem were adopted to construct the evaluation index system,and every index weight and evaluation coefficient was given using the analytic hierarchy process.The results showed that the sports economic support subsystem had the largest weight.The higher weights in the secondary index were the national economic input index,social organization management index,market economy input index,sports science and technology management index and policy environment index,etc.The third level indicators of non-Olympic sports economic total investment and total funding for sports activities,non-Olympic sports management system perfection,total social sponsorship of the Olympic Games,the Olympic project policy measures such as number of weight was located in the forefront.Accordingly,objective evaluation of the development of non-Olympic projects in China was carried out,and reform was initiated to provide theoretical reference for realizing the sustainable development of non-Olympic projects in China.
