摘　　要：被动等待库兹涅茨转折点的到来已无法应对日益增加的环境压力。文章客观地评估了颁布地方环境法规对省级工业污染排放水平的影响。通过纵横散度法将多类污染物排放标准化为工业污染排放指数,并依据静态与动态面板模型的回归结果发现,地方环境法规的颁布可以显著地减少地区环境污染排放。而且,东部地区的地方环境法规颁布对于减少地区环境污染的作用大于中西部地区。中介效应分析显示,地方环境法规并未显著引起地方政府在环境管制行为层面的变化,其抑制污染的作用之所以产生,是通过市场化进程渠道内在地改变了污染主体的行为。研究的政策内涵在于,尽管一些文献研究指出我国书面法律执行的低效率,然而,颁布环境保护法规已经是我国地方环境治理中至关重要的一环。同时,在东部地区实行更为严格的环境规制,可以在整体上提升我国环境治理效率。Waiting for the turning point of Environmental Kuznets Curve(EKC)passively is not a proper attitude to cope with the increasing environmental pressure.This paper objectively evaluates whether the promulgation of local environmental laws and regulations is conducive to reducing local industrial pollution emissions at provincial-level.This paper,by standardizing the emissions of many types of pollutants into the industrial pollution discharge index with the vertical and horizontal dispersion method,and based on the regression results of static and dynamic panel models,finds that the promulgation of local environmental laws and regulations can significantly reduce the emissions of pollutants.The promulgation of local environmental laws and regulations in the eastern region has a greater effect than that in the central and western regions.Furthermore,the analysis of mediating effect shows that local environmental laws and regulations do not significantly change the behaviors of local governments in environmental control,the role of restraining pollution is to change the behaviors of the polluters through the marketization process.The policy connotation of this paper lies in that although some literature points out the low efficiency of law enforcement in China,the promulgation of environmental protection laws and regulations has become a vital part of local environmental governance in China.Meanwhile,the stricter environmental regulations in the eastern region can improve the total efficiency of environmental governance in China.
