摘　　要：对国家信息政策的评估是促进政策制定、实施的有效途径。本文采用S-CAD政策评估方法对《关于加强信息资源开发利用工作的若干意见》的实施效果进行评估,系统检验了该政策文件的逻辑性和投入的必要性与充分性,发现了在政策制定与实施过程中的问题,从评估结果中得出可借鉴的结论。联系大数据背景提出对策与建议,以促进国家信息政策体系完善。An assessment of the national information policy can be used effectively to promote policy formulation and implementation.This paper evaluates the effect of implementing some opinions on strengthening the development and use of information resources by adopting the S-CAD policy evaluation method and systematically examines the logic,necessity,and adequacy of the policy documents.The problems in the process of policy making and implementation are identified and conclusions drawn from the results of the evaluation.To improve the national information policy system,countermeasures and suggestions are put forward in relation to the context of big data.
