征地拆迁重大工程项目中公众的风险感知及其应对行为研究——基于风险感知视角的实证调查

摘　　要：基于风险感知的视角,以西安市幸福林带综合改造项目为例,着力探究在工程项目实施过程中公众的风险感知影响因素及其与公众可能采取的应对行为方式之间的关系。实证研究结果表明,征地拆迁类工程项目中的公众风险感知影响因素主要有四个维度:社会、文化、经济、环境。通过回归分析证明了公众的风险感知影响因素水平与公众公开反对、上访、暴力反抗等应对行为之间存在着显著关系。对政府加强项目实施中公众风险感知的评估工作提出建议。From the perspective of risk perception,this paper takes the comprehensive renovation project of Xi'an happy forest belt for the empirical investigation case,striving to explore the influence factors of the public's risk perception and the relationships between these factors and coping behavior from the public.The empirical results indicate that in the major projects of land acquisition&resettlement,there are four main influence factors affecting the public risk perception:social,cultural,economic,and environmental.It is also proved by the regression analysis that there is significant relationship between the level of influence factors affecting public risk perception and the coping behavior they may take such as public opposition,petitions,and violence against the projects.Finally,some suggestions are put forward for governments to strengthen the evaluation work of public risk perception in the construction of projects.
