丝绸之路经济带中国西北段城市群综合承载力实证分析

摘　　要：文章以丝绸之路经济带中国西北段5个城市群为研究对象,构建城市群综合承载力评价指标体系,并采用状态空间法与熵值法相结合的方法,对各城市群承载状况进行综合评价。研究发现:"丝带"中国西北段5个城市群的承载状况均有所改善;各个城市群之间承载状况存在明显差距,其中天山北坡城市群、银川平原城市群承载状况较好,酒嘉玉城市群次之,关中—天水城市群、兰白西城市群承载状况较差;群内有包括兰州、西宁、乌鲁木齐等省会城市在内6个城市属于支持力不足型,这些城市在"丝带"建设中应成为重点投资区域;"丝带"中国西北段5个城市群的综合承载力提升空间较大,需牢牢把握"丝带"建设的历史机遇,不断提高自身的综合承载力。基于此,文章提出提升"丝带"中国西北段城市群综合承载力的政策建议。This paper,by making a research on the five urban agglomerations in the Northwest China along the Silk Road Economic Belt,establishes an evaluation index system of the comprehensive carrying capacity of urban agglomeration,and makes a comprehensive evaluation of each agglomeration by the combination of state-space method and entropy method.The results show that:The carrying conditions of the five urban agglomerations in the Northwest China have been improved;There is a clear gap between the carrying status of each urban agglomeration.Among the urban agglomerations,the Tianshan North-slope Urban Agglomeration and the Yinchuan Plain Urban Agglomeration have a better carrying condition,the Jiu-Jia-Yu Urban Agglomeration is next,the Guanzhong-Tianshui Urban Agglomeration and the Lan-Bai-Xi Urban Agglomeration are poor;The six cities in the urban agglomerations,including Lanzhou,Xining,Urumqi and other provincial capitals,belong to the type of insufficient support.These cities should be the key investment areas in the construction of the Silk Road Economic Belt;The five urban agglomerations in the Northwest China along the Silk Road Economic Belt have a large space for the improvement of comprehensive carrying capacity,and they must firmly grasp the historical opportunity of economic belt construction of the Silk Road to continuously improve their comprehensive carrying capacity.Accordingly,the paper puts forward some policy suggestions to enhance the comprehensive carrying capacity of the five urban agglomerations in the Northwest China along the Silk Road Economic Belt.
