摘　　要：深化市场监管和执法体制改革乃大势所趋,推进改革必须正视综合化与内卷化的矛盾对基层政府的困扰,采取有效措施解决资源不足和体制约束的掣肘,使基层政府监管能力得到提高以适应改革大势所需,走出以往"有改革无变革","有变化无发展"的窘境。Deepening the market regulation and law enforcement institution is a popular trend,and we must clearly know the paradox of the integration and involution puzzled by the grass-roots level government,and take effective measures to solve the insufficiency of resources and constraints of the system that help to increase the grass-roots level government’s regulation capacity.
